Online Management for Performance System (MPS)

HR Services Centre and Payroll Services have collaborated to convert ‘My Work Plan’ templates into an online Review and Development Plan in Staff Kiosk.

This online functionality provides better support for capturing the ongoing feedback and coaching discussions necessary for all ECU staff to achieve personal excellence in their role. It also now includes features to support staff to develop career plans as well as capture agreed learning and development plans.

To create a Review and Development Plan (RDP), simply log on to Staff Kiosk and go to My HR > Management for Performance > Review & Development Plan – Plans.

When you come to completing a progress or end of year review, you will need to select Review & Development Plan – Reviews in the same drop down menu.

Line managers can view and action plans and reviews in Staff Kiosk by selecting My Team > Team Management for Performance > Team Plans or Team Reviews.

Access to an individual’s Review and Development Plan will be limited to their immediate line manager and the next management level above. Data is also encrypted to provide a further level of security.

Only you can make amendments to the information you input into your RDP, whether in the planning or review stages. Your manager will have the ability to provide comments as well as being able to request amendments.

Record keeping requirements of Review and Development Plans (RDP) will be managed through Staff Kiosk. Existing TRIM folders are still required for any current paper-based ‘My Work Plans’ and should be managed in accordance with ECU’s record keeping requirements.

What happens to the official physical MPS file, when my team transition to using the online Management for Performance System?
Please return the physical MPS (HPCM) file to Payroll Services.  The MPS file will be filed with the Employee file.  Once the employee terminates employment, both files will be sent to IMAS for processing.  However, at the discretion of the line manager the MPS file may remain in the line managers custody and used for reference purposes.

What should I do with the official physical MPS file when a staff member terminates employment?
The line manager should return the physical MPS file to IMAS (JO34.522) for processing.

Once your manager has reviewed and commented on your RDP plan or review, you will receive an email notifying you to log-in to Staff Kiosk, review their comments and accept the plan or review. This acceptance acts as an electronic signature and will change the status of your RDP plan or review to complete.

Important: RDP reviews will not be enabled until an RDP plan’s status is changed to ‘complete’.

Prior to moving to the new position or commencing extended leave, any open plans or reviews should be completed (line manager approved and employee accepted) with your current line manager/supervisor. The solution caters for options including being unable to rate outcomes of objectives (for the RDP in full or in part). Refer to the User Guide accessible from the Help tab in your RDP for more information.

Unfortunately, the online tool requires a plan to have been created in Staff Kiosk to complete the review online. It is not possible to create a plan for 2018 retrospectively as any plans created in Staff Kiosk from 1 November 2018 are automatically assigned to 2019.

You can access the review in Staff Kiosk by My HR > Management for Performance > RDP – Review.

If there is no Progress Review or End of Year Review appear, you need to check the following:

  1. You have submitted and your manager has approved your 2018 RDP plan; and
  2. You have accepted the approved RDP plan after your manager’s approval.

Create an RDP plan using the normal process and be sure to identify that it relates to your probation period by checking the probation question in the agreements tab of your plan.

If you are creating an RDP plan for probation after 1 November, the plan you create will be automatically allocated to the following calendar year. You will be able to create new plan after completion of your probation period, ensuring its start date is after that of your probation plan.

If you have created but not submitted a plan, it can be deleted. However, if you have submitted to your manager or supervisor for approval it cannot be deleted.

If your objectives need to change or be updated during the year prior and you have not created a review, simply open the plan and request to unlock the plan. This will generate an email notification to your manager asking them to unlock the plan. You will be notified by email when this occurs and you will be able to reopen the plan to make the necessary updates or changes.

If you have already commenced the review process for the plan, you will need to complete this before creating a new or amended plan. Remember you can create new plans based on existing objectives.
