Role Based Development Framework

Overview

The Role Based Development Framework (RBDF) is a new approach to professional development at Edith Cowan University designed to ensure that all staff are provided with learning modules that are best targeted to their roles. It is a flexible system that integrates with localised frameworks, systems and course matrices and aligns with ECU mission, vision, and values.

The RBDF has been revised after extensive research and consultation to respond to current and emerging challenges within the higher education sector. It integrates with other University initiatives designed to improve organisational performance such as the Management for Performance System (MPS) and the Academic Staff Performance Expectations and Outcomes (ASPEO) Framework. The human resource life cycle diagram (below right) shows how the RBDF and the ASPEO align with HR processes as staff are planned for, recruited, developed and rewarded along their career path.

The RBDF outlines six key capabilities and six main roles types at ECU. Mapped to these role types are professional development modules that enable, enhance or improve individual performance. The RBDF and the matrices that support it are living documents that will be periodically aligned to the strategic direction of the university.

RBDF and the Management for Performance System (MPS)

To implement the RBDF, a process has been designed to make expectations, performance and professional development explicit for both staff and supervisor within MPS. To facilitate this, ITSC in collaboration with CLD developed a web-based data gathering tool. The tool enables staff to quickly select professional development modules in preparation for MPS discussions and automatically provides a summary sheet that becomes part of the documentation.

The data gathered by the RBDF web-based tool will be used to:

  • Plan and organise development opportunities efficiently;
  • Construct a University-wide training needs analysis;
  • Determine the collective skill base; and
  • Support strategic planning initiatives.
